HEC Degree Attestation for LL.B Graduates: A Step-by-Step Guide
You have finished your LL.B, the University of the Punjab result is out, and someone tells you to "get your degree attested by HEC." Maybe a relative abroad has mentioned a legal assistant opening, or you are thinking about an LL.M overseas. Planning a legal career after LL.B often raises this question, and much of the advice students hear from friends and agents describes a process that no longer exists.
The short answer is that HEC attestation matters mainly when your degree will be used outside Pakistan, or when an employer or institution specifically asks for it. Since May 2026, HEC has handled attestation through a fully online, paperless system on its e-Services portal and issues a downloadable e-Attestation Certificate instead of stamping your original documents. If your plans include work or study abroad, it is worth getting the details right before you apply.
What HEC degree attestation actually means
HEC attestation confirms that your degree was issued by a recognized university and that it is genuine. It does not grade your degree or compare it with foreign qualifications. For LL.B students at colleges affiliated with the University of the Punjab, the degree and transcript are issued by the university, so the university is the body that confirms your record.
Under the current Degree Attestation System, HEC checks your personal details against NADRA records and sends your documents to the university for electronic verification. After a final review, HEC issues an e-Attestation Certificate that you download from your account. Anyone who receives it can check it on HEC's online verification page.
HEC's May 2026 announcement also said that attestations issued under the older stamp-based system remain valid and can be verified online. If you were attested before, you do not need to repeat the process just because the system changed.
When LL.B graduates need HEC attestation, and when they may not
Attestation is requested by whoever receives your documents. It is not a general requirement for every graduate, so first find out who will receive them and what they want.
Situations where you will usually need it
Jobs abroad. Overseas employers and work visa processes commonly ask for attested degrees, often followed by further attestation from the Ministry of Foreign Affairs and sometimes the embassy of the destination country.
Further study abroad. Some foreign universities ask for HEC-attested documents. Others verify degrees directly, so check the admission requirements of the specific university.
Ministry of Foreign Affairs attestation or apostille. MOFA requires university degrees to be attested by HEC first, so if you need MOFA, you need HEC.
Some employers in Pakistan. Certain government departments, international organizations and donor-funded projects ask for HEC-attested copies at the document check stage. If you are looking at legal jobs in the development sector, read each advertisement for this requirement.
Situations where you may not need it
Bar enrollment and practice in Pakistan. The bar council works from its own document list. Our Punjab Bar Council enrollment checklist covers what is typically asked, and you should confirm the current list with the council before filing.
Local chambers and law firms. Most look at your degree, transcript, writing and interview, not at an attestation certificate.
Competitive exams. If you plan to sit CSS or PMS with an LL.B, the commission's notice sets out the documents it wants at each stage. Follow the notice, not what a friend did in an earlier year.
Who does what: University of the Punjab, IBCC, HEC and MOFA
Students often lose weeks by sending documents to the wrong office. Each body attests a different set of documents, and the order matters.
University of the Punjab issues your LL.B degree, provisional certificate and transcript, and verifies your record when HEC asks. Any correction to your name, father's name or date of birth on these documents has to be made by the university.
IBCC (Inter Board Committee of Chairmen) attests Matric and Intermediate certificates. HEC does not attest these. IBCC requires the issuing board to verify the certificate first.
HEC attests university-level documents: your degree, transcript and, where needed, provisional certificate.
MOFA (Ministry of Foreign Affairs) attests educational documents only after HEC or IBCC has done so. Pakistan joined the Apostille Convention in March 2023, so depending on the destination country, MOFA may issue an apostille or a regular attestation. Some countries also ask for embassy legalization after MOFA.
The usual order is: board, then IBCC for school certificates; university, then HEC for your degree; then MOFA; then the embassy, if the destination country requires it. Ask the employer or university abroad which of these steps they need before you start.
The HEC attestation process, step by step
The steps below describe the online system HEC introduced in May 2026. Portal screens may change, so follow the on-screen instructions as you go.

Make sure your documents are final and consistent. Check that your name, father's name and date of birth match exactly across your CNIC, Matric and Intermediate certificates, and University of the Punjab documents. Fix any difference before you apply.
Create an account on the HEC e-Services portal. Register with your CNIC and an email address and mobile number you check regularly. If you already have an HEC portal account, for example from a scholarship application, log in with it.
Complete your profile. Enter your personal details and your academic record from Matric onward, including degree title, session, institution and roll or registration number. An incomplete profile is a common reason applications stall.
Select the documents you want attested. The portal lets you choose documents such as your degree, transcript and provisional certificate, and it calculates the fee based on what you select.
Upload clear scans. Scan the original documents and both sides of your CNIC. HEC attests original degrees only, so do not upload a scan of a photocopy.
Pay the fee online. Payment is made through 1-Link using the consumer number the portal generates. Keep the payment receipt.
Track your application. The university verifies your record electronically and HEC carries out a final review. If anything is missing, you will be told by SMS, email or a task in your account, and you must respond.
Download your e-Attestation Certificate. Once approved, download the certificate from your account and check it on HEC's verification page before sending it to anyone.
Fees, courier and processing time
HEC charges a fee for each document you select, and the portal shows the total before you pay. The fee changed when the new system was introduced, so figures in older guides and videos are not reliable. Check the amount on the portal on the day you apply.
You no longer send original documents to HEC. Under the old system, applicants either booked a walk-in visit or sent their originals through the designated courier. HEC said applications already paid under that system would be processed until June 30, 2026. If you read about tokens, attestation windows or courier receipts, that guidance describes the old process.
Processing time depends mostly on how quickly the university verifies your record. Press reports in May 2026 said HEC was offering universities incentives to verify documents within 24 to 72 hours, but no guaranteed overall timeline was announced. A good habit is to start several weeks before any visa, job or admission deadline, especially if you also need MOFA or embassy steps afterward.
Provisional certificates, transcripts and the final degree
The University of the Punjab issues the final degree some time after the result, and many graduates only have a provisional certificate when an opportunity comes up. The new HEC portal lists the provisional certificate among the documents you can select for attestation, alongside the degree and transcript.
Whether a provisional certificate is enough depends on who receives it. Some employers and foreign bodies accept it; others insist on the final degree. Ask before you pay, because if you will need the degree later anyway, you may end up attesting twice.
Many overseas employers and universities want to see the degree and transcript together, so selecting both in one application usually saves a second round later.
Common mistakes that delay attestation
Most delays come from small, avoidable problems:
Name mismatches with the CNIC. A missing "Muhammad," a different spelling of a surname or a wrong father's name will hold up verification. Corrections on degrees are made by the university, and corrections on the CNIC by NADRA, and both take time.
Attesting a provisional certificate when the final degree is required. Confirm what the receiving body wants before you apply.
Forgetting the transcript. Applying for the degree alone and later discovering the employer also wants the transcript means paying and waiting again.
Poor scans. Blurry, cropped or shadowed images, or a missing back side of the CNIC, lead to deficiency notices.
Expecting HEC to attest Matric and Intermediate certificates. These go to IBCC, not HEC.
Relying on agents. The process is online and designed for applicants to complete themselves. Never share your portal password or CNIC scans with someone you do not trust.
Damaged or laminated originals. Keep your University of the Punjab documents flat, clean and unlaminated. Attesting bodies often refuse laminated certificates, and you may need the originals for MOFA or an embassy.
A practical plan for final-year LL.B students
Nothing needs attesting while you study, but some final-year preparation saves time later.
Check your records now. Compare the spelling of your name and your father's name on your CNIC, school certificates and university registration. Raise any difference with the university while you are still enrolled.
Apply for your degree on time. After the final result, follow the University of the Punjab's degree application process so you are not stuck with only a provisional certificate when an opportunity arrives.
Ask your college the right question. If you are unsure what the college can provide, ask the admissions office: "Which documents or letters does the college issue to support a University of the Punjab degree application, and whom should I contact for them?"
Plan the full chain. If you are aiming abroad, list every step, from IBCC and HEC to MOFA and the embassy, and note what each office currently requires.
Frequently asked questions
Do I need HEC attestation to enroll with the Punjab Bar Council?
HEC attestation is mainly needed when your degree will be used abroad or when an employer asks for it. For enrollment, the bar council works from its own document list, which can change. Confirm the current requirements with the Punjab Bar Council before filing, and only attest your degree through HEC if that list or your senior's guidance says it is needed.
Can I get my LL.B provisional certificate attested by HEC?
The HEC portal lists the provisional certificate among the documents you can select for attestation, along with the degree and transcript. Whether it is enough depends on who will receive it. Some employers and foreign bodies accept a provisional certificate, while others insist on the final degree, so ask them before you pay to avoid attesting twice.
Does HEC attest my Matric and Intermediate certificates too?
No. HEC attests university-level documents such as your degree and transcript. Matric and Intermediate certificates are attested by IBCC, which requires the issuing board to verify them first. You will still enter your Matric and Intermediate details in your HEC profile, but if a foreign employer wants those certificates attested, they go through IBCC and then MOFA.
Before you pay for any attestation, find out exactly which documents the receiving employer, university or embassy needs and in what order. Then check your name across every document, apply through the HEC e-Services portal yourself, and leave enough time for university verification and any MOFA steps that follow.
About this guide: The points above were checked in October 2026 against HEC's announcement of its online Degree Attestation System (as reported by the Associated Press of Pakistan, The News and ProPakistani in May 2026), the Ministry of Foreign Affairs checklist for document attestation, IBCC's rules for attestation, and public records of Pakistan's accession to the Apostille Convention. The current HEC fee per document, overall processing time and how MOFA handles HEC's e-Attestation Certificate could not be confirmed from HEC's own website, so check these on the HEC e-Services portal and with MOFA before you apply.
